The Dutch Court of Audit’s 2025 report, the Dutch House of Representatives’ motions of March 2025, and the entry into force of the EU Data Act on 12 September 2025 collectively signal that sovereignty is no longer an abstract ambition, it is a measurable capability and a board-level responsibility.
