Transforming the ICT of the Swiss Cantonal Administration of Bern

Conducting a comprehensive audit of the organization, processes, and architecture that make up the member state’s ICT

The Challenge

In two motions, the Grand Council (parliament) of the Swiss canton of Bern called for an independent audit of the cantonal administration’s ICT. The canton asked Eraneos to help by conducting a comprehensive audit of the member state’s ICT, such as its organization, processes, and architecture.  

Program IT@BE: Transformation of Cantonal ICT could save the Swiss canton millions in potential annual cost savings 

The approach

We got to work developing the canton’s ICT strategy covering the years 2016 to 2020 to implement a plan of action made up of a series of recommendations. The implementation program was named IT@BE: Transformation of Cantonal ICT. 
 
We also offered recommendations on potential annual cost savings that amounted to around €40 million. 

The canton of Bern or Berne is one of the 26 cantons forming the Swiss Confederation. Its capital city, Bern, is also the de facto capital of Switzerland. Comprising ten districts, Bern is the second-largest canton by both surface area and population. The canton of Bern is bilingual, officially German- and French-speaking, and has a population (as of 31 December 2020) of 1,043,132. The largest city, Bern, is also the seat of the federal government of Switzerland.

The result

The IT@BE program we introduced for the Swiss canton of Bern is made up of 10 projects for the introduction of a standardized, centralized ICT basic service. This was part of a series of administration-wide ICT governance and ICT processes.
